What Maryland permit holders should know

Maryland is one of the only states with zero reciprocity. Out-of-state permit holders may not carry concealed in MD; only a MD-issued Wear and Carry Permit is valid.

Notable Maryland restrictions

  • Maryland does NOT recognize any other state's concealed carry permit and has no statutory authority to enter reciprocity agreements
  • Non-residents must obtain a Maryland Wear and Carry Permit (non-resident permits available with same standards)
  • Handgun Qualification License (HQL) required to purchase/possess handguns in MD
  • Numerous designated 'sensitive places' off-limits even with a MD permit
